DEFINITION: commercial, governmental, & other non-industrial buildings, includes enclosed & connected sealed or compacted infrastructure (parking, courtyards & outbuildings) & interior vegetation. May include structures that are not in use currently but that have >50% of roof intact (if less than this, see disturbed & debris).

i. utility buildings, including pump houses, power transfer, etc.  = buildings that support infrastructure, such as irrigation, electricity, and communications, but are not themselves used directly for industrial production.  Usually very little human activity within these buildings.

1. IF TYPE with greater area is very similar or otherwise unclear:
a. Choose commercial buildings over government, public, & educational buildings.
2. IF it is unclear whether the size of a parking lot that adjoins or encircles other builtup/building features is large enough to map and classify as a separate feature (area is similar to 30m, 1000m2), then map and classify it as a separate os08 parking lot feature.
a. If >50% area is water tank or the water tank area is similar to the pump house area, then classify as GROUP = ir.
b. IF clearly <50% of feature area is water tank, then use nb.
3.  IF it is unclear whether the size of a parking lot that adjoins or encircles other builtup/building features is large enough to map and classify as a separate feature (area is similar to 30m, 1000m2), then map and classify it as a separate os08 parking lot feature.
